No bill if internet disconnected for 3 days straight: BTRC

Tele-communications regulator BTRC has backtracked on its earlier decision to shut down the broadband internet connection. As per the previous decision, customers will not have to pay the bill if the broadband internet service is down for three consecutive days.

But according to the new decision, it has been done for 15 days.

In other words, if broadband internet service is off for 15 consecutive days, customers will not have to pay the bill.

The decision was taken at a recent meeting between BTRC and ISPAB, an association of Internet service providers. ISPAB general secretary Imdadul Haque told the press on Saturday (November 13th) that there was once a rule that customers would not have to pay their bills if broadband services were cut off for 21 consecutive days.

But the BTRC brought it down in three days without realizing the reality and without meeting us.

“Then we met with them and told them that if the underground line was cut somewhere, MTPN internet connection was cut off - then we will not pay the bill there (BTRC), we have to make sure that too.”

“Then in many areas, different companies cut the cable, cut the fiber optical line; I want a guarantee from BTRC that it will solve it within a day. We request you to understand their reality in the context of Bangladesh. In this context, BTRC took this decision.”

Earlier, the BTRC said in a statement sent to the media on October 5 that if the internet service is continuously disconnected one day, the service provider will be able to take 50 percent of the total bill.

If the internet service is disconnected continuously for two days, 25 percent of the total bill can be taken.

And if the internet service is continuously disconnected for three consecutive days, no monthly bill of that month can be taken from the customer.

However, the old rules have been amended and the new guidelines have said that if the internet service is disconnected for five consecutive days, the service provider will be able to take 50 percent of the total bill.

And if the internet service is disconnected for 10 days in a row, 25 percent of the total bill can be taken.

In addition, if broadband internet service is off for 15 consecutive days, customers will not have to pay the bill.

After the new decision of BTRC, Mohiuddin Ahmed, President of Bangladesh Mobile Phone Consumers Association, said that BTRC cannot give instructions that harm the interests of the customers.

In a statement to the media, he said the commission’s job was to protect the interests of consumers and to respect the law.

But the BTRC has only protected the interests of ISP traders through these directives.

It even violated Section 45 of the Consumer Rights Act 2009.

This law provides for one-year imprisonment or a fine of Rs 50,000 or both for not selling or supplying the promised goods or services properly.

The BTRC guidelines do not provide compensation to the customer or for the reason the service provider provides a reason for the loss to the customer if there is no internet service for a long time.

All these instructions are just for show and ridiculous.

He added that in case of disconnection or call drop of mobile phone operators, the ITU (International Telecommunication Union) and even BTRC guidelines state that no more than two percent call drop can be made.

In addition, the customer will have to pay compensation. In 2016, on the basis of our writ petition, the High Court directed that in case of call drop or disconnection, the customer should be compensated.

Despite all these laws and directives, all these directives of the commission will create more chaos in the telecom sector.

The statement further said that it is hoped that BTRC will revoke all the directives and formulate a specific policy to determine the quality of service of broadband internet service.


We all want a policy that will protect the interests of the customers, as well as the operators, who will be obliged to provide accounting services.
